Randy Volkin

Randy Volkin most recently served as Chief Information Officer of Perry Homes, a leading Texas homebuilder, where he set the company’s strategic direction across AI, data, applications, and cybersecurity. He has built and scaled enterprise artificial intelligence strategy — spanning generative AI, predictive analytics, and AI-powered customer experience. His leadership was recognized with two consecutive ORBIE Award finalist nominations, a national honor for technology executives who deliver measurable enterprise value.

Prior to Perry Homes, Randy spent two decades in progressively senior technology leadership roles at Occidental Petroleum, culminating as Vice President of Business Systems, where he led an organization spanning the company’s upstream, midstream, and chemicals businesses. During his tenure he led IT integration workstreams across multiple acquisitions, including Oxy’s acquisition of Anadarko.

Randy is a Corporate Fellow at the University of Houston Downtown, where he teaches graduate coursework in applied data management, analytics, and AI adoption. He holds an MBA and a Bachelor of Science in Electrical Engineering, both from the University of Houston, and serves as an Advisory Board Member for HoustonCIO. Randy has served as an ACP Mentor for fifteen years, working directly with transitioning veterans on career strategy.
